The format.
After reading those applications, I find that you should just make them right an essay on why they should become a gm. Instead of answering questions. Their persuasiveness is they key. Much rather than reviewing questions and basing it as a single factor, an essay would be more of a challenge. Making sentences persuasive is easy.
If you've seen some of the applications here, they're most likely to be 1-4 sentences. For the people with 4, kudos to you. The people that don't, try harder.

Or do what my friend said, campaign your GMs, like an election, whoever writes a better essay getz tha part.

Well, the Q&A part is just the easy section of the test. They need to prove (in game) that they are a good GM. They only have a week to do so. If they do not pass the final examination, they are demoted back to a regular player.
